2nd Meeting of the PCC SEE Counter-Terrorism Network


Ljubljana, Slovenia - During 2 4 March 2016, the 2nd Meeting of the PCC SEE CT Network convened counter-terrorism experts from 11 PCC SEE Contracting Parties. Kosovo* participated in the meeting as guest, in accordance with the PCC SEE Rules of Procedure. The meeting was chaired by the Moldovan Chairmanship-In-Office.

The progress in the implementation of the Western Balkan Counter-Terrorism initiative (WBCTi) was presented, including the tasks entrusted to the PCC SEE CT Network in its integrated Plan of Action. The Chair of the Counter-Terrorism Initiative (CTI) operational network for police cooperation presented on his Network's Plan of Action, exhibiting full complementarity with the PCC SEE policy-level network.

Europol strongly supported the meeting outputs, presenting on EU tools to facilitate counter-terrorism efforts at the EU level, in ways of analytical support and information exchange, and also presented on the state-of-play in the cooperation with 3rd partners, i.e. non-EU PCC SEE Contracting PArties, and Kosovo*. Mr Sean Griffin, counter-terrorism expert, presented the operational practice in the UK, discussing predominantly the relevance of intelligence for disrupting terrorist activities.

Participants prepared the main elements of a common plan of action, a "blueprint" for a national methodology to be unified at the PCC SEE level in maximizing the use of available intelligence to work proactively investigate and prevent terrorist activities. This methodology will stand available to operatives in the PCC SEE region (i.e. the level of the CTI operational network and other relevant partners) in gathering intelligence and analysis, whereby it will enable the producing a clear picture of the threats related to terrorism posed to each country. Adding to the existing efforts in the SEE region, this methodology and a subsequent PCC SEE regional intelligence project will enhance the ability of law enforcement to prepare the basis for successful investigation and later, prosecution.

The participants also anticipated a regional scope of the project, where they recognise the need to enhance regional capacity to produce a clear regional picture of the terrorist threat. They recognised their own responsibility to contribute to this regional picture, since terrorism, violent extremism and radicalisation are known to disregard their state boundaries.
