1st Meeting of the Informal Negotiations of the EU Prüm-inspired Framework for Automated Exchange of Data in the PCC SEE Region


Vienna, Austria - In pursuit of transposing EU experience into the PCC SEE region with an EU Prüm-inspired framework for automated exchange of DNA, dactyloscopic and vehicle registration data, Austria and the PCC SEE Secretariat convened the first informal negotiations of this new framework in Vienna on 1 and 2 March 2018. Regardless of an official negotiation mandate, the nominated teams from all 11 Contracting Parties participated on an equal footing in the first reading of the two legal documents to be signed in September 2018 and exchanged their national positions and suggestions for amendments. The second informal negotiation round will be organised by the Slovenian PCC SEE Chairmanship-in-Office on 19-20 April 2018.

The national representatives were also presented with the first draft Memorandum of Understanding, which is to be signed by all 11 Contracting Parties, in addition to the EU Prüm-inspired framework by those with a mandate, on the occasion of a conference hosted by Austria during its Presidency of the Council of the European Union scheduled for 13-14 September 2018. This aim is to present one common document outlining the key elements of the Contracting Parties’ commitment and achieve greater external visibility on the exemplary efforts to enhance their cooperation.
