4th Meeting of the Thematic Working Group on the Practical and Technical Implementation of the PCC Prüm Agreement – Automated Exchange of Dactyloscopic Data
Ljubljana – The fourth meeting of the Dactyloscopic Subgroup was held from 20 to 22 April 2026 under the auspices of the Bulgarian Chairmanship-in-Office of the PCC SEE. The event brought together leading dactyloscopic experts from the PCC SEE Contracting Parties to address recent developments and potential challenges in the field.
The primary focus of the meeting was to support non-EU Contracting Parties in advancing the technical and organisational preconditions necessary for the operational launch of automated dactyloscopic data exchange. In this context, participants shared updates on national implementation efforts, including legal, technical, and connectivity developments, as well as timelines for testing and operationalisation.
The agenda also covered key aspects of national Automated Fingerprint Identification Systems (AFIS), as well as addressed practical approaches to international data exchange, technical solutions and standards, and challenges encountered during implementation.
Particular attention was given to operational experiences, including successful case examples of automated data exchange and lessons learned from practice. The meeting also explored future developments and the use of artificial intelligence in fingerprint identification systems.
The meeting once again proved to be a valuable platform for the exchange of experiences, best practices, and lessons learned, further strengthening the dynamic network of experts within the PCC SEE framework.
