The PCC SEE implementation process has evolved to address two key strategic goals:

EU-Alignment for non-EU Contracting Parties: Parties with an EU perspective use both the PCC SEE and PCC Prüm Agreement to foster closer cooperation, align their standards and practices with those of the EU, and tackle security threats according to EU norms, even prior to joining the EU.

Enhanced Cooperation with EU Member States: EU Member States that are part of the PCC SEE and PCC Prüm Agreement strengthen cross-border cooperation with non-EU Contracting Parties through two shared legal frameworks.
Supported by international partners and donors, the PCC SEE Secretariat aids Contracting Parties in jointly designing and establishing conditions for strategic and operational cooperation. The expanding body of decisions and conclusions, known as the “PCC SEE Acquis,” reflects the Contracting Parties' commitment to finding solutions and advancing the PCC SEE implementation process. They continue to build capacities, harmonize standards, procedures, and methods for cross-border cooperation aligned with EU best practices, and seek ways to enhance their collaboration under the PCC SEE framework.
The Secretariat's activities include:

Organizing Meetings and Workshops: Convening the PCC SEE decision-making bodies and topic-related experts to identify common challenges and priorities, develop solutions, and set standards for the Contracting Parties' cross-border cooperation.

Supporting Operational Use: Assisting Contracting Parties in applying PCC SEE provisions during real operations to improve their practical application.

Monitoring and Evaluation: Assessing the progress of the PCC SEE and PCC Prüm implementation to streamline efforts, identify challenges, provide recommendations, highlight best practices, and seek synergies with other regional actors.

Representation, Promotion and Seeking Funds: Representing and promoting the efforts under the PCC SEE umbrella at regional, EU, and international events.
The implementation focuses on specific, strategically-oriented activities for practical application of PCC SEE and PCC Prüm provisions, summarised in three core clusters:

Information Exchange: Facilitating information exchange based on the PCC SEE, complementing established frameworks and platforms.

Operational Cooperation: Enhancing the practical use and institutionalisation of PCC SEE provisions among national law enforcement authorities. This includes the exchange of officers, special investigation techniques, necessary bi- or multilateral agreements, and creating synergies with EU counterparts, agencies, and relevant international partners.

Automated Data Exchange: Implementing an EU Prüm-inspired framework for the automated exchange of DNA, dactyloscopic, and vehicle registration data in the PCC SEE region. Following the 2018 signing of the Agreement on Automated Exchange of Data by Albania, Austria, Bulgaria, Hungary, North Macedonia, Moldova, Montenegro, Romania, and Serbia, the focus is on building the required legal, technical, and organisational capacities for timely initiation of automated data exchange across all three data categories before all Contracting Parties achieve EU membership.
