Expert Mission of the Implementation of Articles 14 and 15 PCC SEE

The Expert Mission was convened within the framework of the Police Cooperation Convention for Southeast Europe (PCC SEE), and executed by Contracting Parties and Federal Ministry of the Interior of Austria with the support of PCC SEE Secretariat, bringing together the national experts of Macedonia for special investigation techniques and surveillance in order to assist Macedonia in the implementation of bilateral agreements on cross-border surveillance and comtrolled delivery (Article 14 and 15 PCC SEE).

A review of specific practical and operational aspects of police cooperation in the field of Cross-border Surveillance and Controlled Delivery was done in order to detect possible difficulties and to examine the way to solve them in compliance with EU standards. Presentation by an expert from Austria highlighted the issues of good practices.

During the meeting the participants discussed the provisions of the Macedonian Law on Police to Police Operations and Training Methods and bi- and multilateral implementation agreements as well as made an assessment of good practices of Austria and other EU countries in the selected fields of the Surveillance Unit (Structure, Education and Training Methods).

The necessary implementation of bilateral and multilateral agreements on Cross-border Surveillance wll promote the internal security of Macedonia and for the region and could lead the way to further cooperation among the neighbouring countries of Macedonia.
