1st Meeting of the Working Group on Integrated Border Management

The first meeting of the IBM Working Group in 2009 focused on necessary national provisions on Data Protection with regards to Article 31 of the Police Cooperation Convention for Southeast Europe (PCC SEE), especially EUROPOL and INTERPOL and the system for the Exchange of Information in Europe and Southeast Europe States. Part of the meeting was dedicated to the discussion on mutual evaluation and a review of the completed Questionnaire on Data Protection.

The main part of the agenda of the meeting, oriented towards Data Protection, focused on the presentation by EUROPOL and INTERPOL. One lecture was held by an expert from Interpol, Mrs. Audubert Florence. The second lecture was on Data Protection and confidentiality, held by an expert from Europol, Mr. Drewer Daniel. Mr. Robert Furman held a lecture on PRÜM. After the lectures we continued with a discussion on the system of the Exchange of information in the Southeast Europe States.

Finally we reviewed the Questionnaires on Data Protection by countries. It is to be noted, that Bulgaria did not attend this IBM working group meeting. All complete questionnaires should be sent to DCAF by 6th February 2009. A wholesome overview of answers from each country will be made afterwards, which will then be distributed to all participants.

Mr. Anton Travner proposed a formation of an evaluation team. All Contracting parties will be represented in this evaluation team, which will visit all other countries and give an evaluation on Data Protection within the observed country. A proposition was given by the participants, that it would be reasonable if two evaluation teams were formed, because it would thus be easier to visit each country.
