Expert Mission of the Implementation of Articles 14 and 15 of the PCC SEE, Podgorica


The Expert Mission took place in Podgorica in Montenegro from 29 to 31 March 2010. The meeting was convened within the framework of the Police Cooperation Convention for Southeast Europe (PCC SEE), and executed by Contracting Parties and Federal Ministry of the Interior of Austria with the support of PCC SEE Secretariat, bringing together the national experts of Montenegro for special investigation techniques and surveillance in order to assist Montenegro in the implementation of bilateral agreements on cross-border surveilance and controlled delivery (Article 14 and 15 PCC SEE).

A review of specific practical and operational aspects of police cooperation in the field of Cross-border Surveillance and Controlled Delivery was done in order to detect possible difficulties and to examine the way to solve them in compliance with the EU standards.

During the meeting the participants discussed the provisions of the Montenegrian Law on Police to Police Operations and Training Methods and bi- and multilateral implementation agreements as well as made an assessment of good practices of Austria and other EU countries in the selected fields of the Surveillance Unit (Structure, Education and Traning Methods).

The necessary implementation of bi- and multilateral agreements of Cross-border surveillance will promote the internal security of Montenegro and for the region and could lead the way to further cooperation among the neighbouring countries of Montenegro.
