Meeting of Expert on Counter-Terrorism from the PCC SEE Contracting Parties

Brdo pri Kranju, Slovenia - Following the conclusions adopted by the Committee of Ministers in November 2014, a meeting of counter-terrorism experts from the Contracting Parties was organised under the auspices of the Bulgarian Chairmanship in Office, in cooperation with the PCC SEE Secretariat, in Brdo pri Kranju, Slovenia on 15-16 December 2014. As a result of their discussion, it was highlighted that coordination not only on national, but regional and international level as well, is of crucial importance in addressing terrorism, violent extremism and radicalisation, thereof a network involving all 11 Contracting Parties is seen to bring added value to the countries’ common endeavours. In view of ensuring an integrated approach to the issue of countering terrorism and emerging threats related to it, as well as establishing mutual trust among the relevant competent authorities of the Contracting Parties, the participants proposed a PCC SEE Network on Countering Terrorism (CT Network) should be established with the mandate to ensure an integrated and coordinated approach to the issue of counter-terrorism within the PCC SEE framework, as well as synergies with other relevant actors and initiatives in this area and avoid overlapping and duplication of efforts; to serve as a platform for exchange of expertise, good practices, modi operandi, trends, analytical knowledge, both at strategic and operational level, focusing on preventive and reactive activities; and to prepare recommendations and guidelines on specific steps to be taken at national level, in order to strive towards an equal level of performance in all Contracting Parties. The CT Network was established by an Expert Working Group decision, which is in force as of 8 January 2015.
