13th Meeting of the Expert Working Group

Brdo pri Kranju, Slovenia - The extraordinary meeting of the Expert Working was organised under the auspices of the Bulgarian Chairmanship in Office in cooperation with the PCC SEE Secretariat, in Brdo pri Kranju, Slovenia, between 16 and 17 December 2014. All present members of the Expert Working Group unanimously supported the establishment of a PCC SEE Network on Countering Terrorism (CT Network) and agreed on the text of the decision, which was later adopted under silent procedure. The members also discussed the possibility of applying for an EU grant within the Internal Security Fund-Police in the area of Preventing Radicalisation to Terrorism and Violent Extremism (HOME/2014/ISFP/AG/RADX), which intends to encourage the development of practical projects and measures aiming at preventing and mitigating the phenomenon of foreign fighters, as well as support the work and cooperation in this field with third countries. The EWG members mandated DCAF Ljubljana to prepare such a project proposal, including all 11 Contracting Parties, and submit it to the European Commission. Having in mind the CT Network will be a long-term sustainable form of cooperation, established and in function regardless of the project, the project activities will aim to facilitate the building of capacities (trainings, e-learning modules, capacity building workshops), reforms of national legislation and possible establishment of other types of cooperation. The Expert Working Group members also finalised the two Committee of Ministers decisions on the amendments of the Rules of Procedure – introducing a guest category which may allow the representation of Kosovo* at PCC SEE events, and the Rules of Procedure for Evaluations in the Area of Data Protection – updating the mandate of the Working Group on Data Protection, both in force as of 26 January 2015. The Contracting Parties also exchanged the identified national and regional priorities, as well as types of activities required to facilitate the PCC SEE implementation process from 2016 onwards.
